+The LabelBureauResource implements a full-blown\r
+<A HREF="../../../PICS/Overview.html">PICS label bureau</A>. In PICS terminology,\r
+a label bureau is a network service that delivers labels rating internet\r
+documents.\r

+The Label bureau configuration depends on the implementation of the label\r
+database you use. The only supported database, as of today, uses the file\r
+system to store labels (see the <A HREF="../Administration/pics.html">PICS\r
+administration guide</A> for more informations).\r
