HID: Add quirk for Dell PIXART OEM mouse

commit 3db28271f0feae129262d30e41384a7c4c767987 upstream.

This mouse is also known under other IDs. It needs the quirk
ALWAYS_POLL or will disconnect in runlevel 1 or 3.
