arm64: rockchip: rockchip_defconfig updates for 4.4

- disable MODULES because gcc-4.9 unable to build modules
- disable some ERRATUM do not affects our SoCs
- NR_CPUS=8
- KSM=y
- enable SERIAL_8250
- disable selinux on boot else Android will failed to run
