[ms-inline asm] Remove the Inline Asm Non-Standard Dialect attribute. This

[ms-inline asm] Remove the Inline Asm Non-Standard Dialect attribute.  This
implementation does not co-exist well with how the sideeffect and alignstack
attributes are handled.  The reverts r161641.
