MC: Use MCSymbol in MCObject::IsSymbolRefDifferenceFullyResolvedImpl()

Transition one API from `MCSymbolData` to `MCSymbol`.  The function
needs both, and the backpointer from `MCSymbolData` to `MCSymbol` is
going away.
