kbuild,gcov: simplify kernel/gcov/Makefile more

CONFIG_GCOV_FORMAT_3_4 / _4_7 / _AUTODETECT are exclusive.
Compare the CC version only when _AUTODETECT is enabled.

This change should have no impact.
