include: improve 'gettext-version' fixup

 * enclose the fixup in brackets
 * match anything in the call to AM_GNU_GETTEXT_VERSION
 * call it early (before autoreconf if both are specified)
 * chain a call to autoreconf since it messes with configure.ac
