make folly/Bits.h clang-compatible

Summary: In clang (as of 3.2) intrinsics aren't `constexpr`.

Test Plan:
fbconfig folly/test:bits_test && fbmake opt -j32
fbconfig --clang folly/test:bits_test && fbmake opt -j32
