[ARM] tegra: stingray: SW5 must be enabled when CPCAP LEDs on

Even though the LEDs are not connected to SW5 on Stingray, SW5 must
be enabled to enable logic within CPCAP.  This is required for the
CPCAP LEDs to work properly.
