lockup_detector: Make BOOTPARAM_SOFTLOCKUP_PANIC depend on LOCKUP_DETECTOR

Panic on softlockups was still depending on the softlockup detector.
But the latter has been merged into the lockup detector now.

Let's update this config dependency.
