Only run eventfd tests on Linux.

Summary:
- Detect Linux and define the HAVE_LINUX autoconf macro. Use this to
elide eventfd tests in tests/Makefile.am.

Test Plan:
- fbconfig -r folly && fbmake runtests
- ./configure && make check on Ubuntu/FC/Mac
