model: update pending release sequence list type

In working toward proper resolution of pending release sequences, I will
change the pending release sequence list again. This time, a single list
entry will have the ability to hold all important info regarding a
single release sequence. For now, I only utilize it to store the
'acquire' operation, so there should be no real change in behavior yet.
