Increase wangle test timers

Summary:
When running all folly tests at once, as with
fbconfig -r folly && fbmake runtests
the wangle tests sometimes fail. Enough tests are running that the
1-millisecond timer is too small, and is sometimes missed. Bumping
it to 10 milliseconds.

Test Plan:
fbconfig -r folly && fbmake runtests
